I listed like 25 auctions and then ebay said I had to link my paypal account until I listed more auctions through a 3rd party listing site. It seems like it never ends with their rules!

It all depends on what your selling. If your selling high dollar priced/high counterfeited (not saying yours is ⊗⊗⊗⊗) items they will limit fast..
If your just selling regular everyday stuff you wont see a limit at all
