I've had such experience with stolen Priority Mail International.
I shipped several iphones to Ukraine. And all of them were stolen on the Ukrainian side.. (I think it was ukrainian post office). I've had issues with Ukrainian parcels before and got some experience from it.. So I insured my parcel for $300...
After 5 weeks buyer received an empty priority box without iphones and called me at once (not even going away from the post office counter).
I suggested him not to accept this parcel, so it will be returned back to the sender...
In 3 weeks I received my empty box back in US..with all the documents attached.
I called the USPS and asked for $300 insurance + Shipping Price Refund.
They suggested to print and fill in the form for LOST/STOLEN Parcels and mail it to the USPS. So I did this..
In 2 weeks I've got a letter from USPS saying that I won't be reimbursed, because I shipped forbidden items, which had Li-Ion Batteries. And these items are forbidden to be mailed by International Postal Agreement.
And then I decided to write to the USPS Customer Service with the following question: "I plan to ship 2x iphone with lithium batteries inside via Priority Mail International.. Is this item allowed for international shipping?"
In 2 days I received a positive answer saying that it is allowed..
I wrote a new email to USPS asking for Insurance+Refund, printed this email I've got from USPS...and shipped everything away..
In 3 weeks I've got a USPS check in mail which covered Insurance+Shipping.
Tried this 2 times - success each time.
