You don't need a windows VPS. You buy a Linux VPS -> install VMWARE on your pc -> Install Windows OS inside VMWARE.
Once you bought a Linux vps, you should have received the log in info like:
IP:123.123.123.223
username: root (by default)
Pass: ( you chose when bought it)
If you're a Linux expert ( or you can learn , not hard), you can install OpenVPN over Linux and have it connected automatically at start up as soon as you start the windows.
If you're a Linux beginner, use Putty to connect it. ( Ask Mr. Google or Mrs. YouTube how)
The other 2 good programs that allow you to do that are:
