Fixed Price listing -1- Quantity?

Noticing many 0 feedback new sellers, about a week after they create the account they list 1 quantity of a fixed priced item. Now i know for a fact these are stealth accounts based on their locations. eg.. Competitors i know make accounts in same area's they live or work in. And based on user ids etc.. But i noticed it's listing 1 quantity, is it to seem "non business" like? And then later on slam the quantity?
