I have had 2 instances where eBay had removed feedback due to shipping.
The first was an item shipped to Israel. This person was trouble to begin with, but I was willing to believe something was lost in translation. 2 weeks later this person starts messaging me, being demanding and really ticking me off . So we argue back and forth. I am still being nice at this point and pretty much just taking the hassles. USPS said they couldn't track it after it left the US.
The customer said he never received it and left me negative feedback. I felt that he did receive it and was trying to rip me off. So I replied to his feedback with "Seller beware, international scam artist". About a month later, the package is returned to me because the address was incorrect. I contacted eBay about the package being returned due to improper address. They immediately took the negative feedback off.
The second was a domestic ship. Again this guy never contacts me to tell me there is an issue. One day I see his negative feedback "ordered 2 weeks ago, still have not received". First of all, I try to give good service, the next day if not the same day. I am "Mr. Customer Service"!!! About 2 weeks later I get the item back in the mail. I call eBay tell them this clown left the wrong address on eBay. They took off the neg feedback immediately.
I think if you contact eBay repeatedly, you'll eventually find someone to remove it and side with you. That is all long as the negative feedback implies that they never received the item that you have proof that they did.
