Not until you prove to paypal you are trustworthy.

The average is around 90 days of consistent selling hopefully with no charge backs and returns.

very rare for paypal hold to be lifted before 90 days it's usually close to that mark at least with stealth information.

my original account the holds were lifted much quicker but all real info and my SS#, so I couldn't skip town with their money.

But over a year and close to 100 paypals you need to make sure you are selling consistently well for around 90 days. And always ship fast and upload tracking

Most of mine occur around 90-120 days and like Dmshark stated other parameters are involved. Wish you luck!
