I have a question about a negative paypal balance and transfers to other accounts.
Hypothetically-speaking, let's say I sold an item on eBay for $200 and the money was deposited into "Account #1." Then let's say I transferred $200 from "Account #1" to "Account #2" the same day.
If the first account goes -$200 can paypal take money from "Account #2" or reverse the transfer in any way?
Both accounts would be separate and have different information on them.

Thought you said elsewhere you do not do ebay? Always sounds sus when the questions is hypothetical. LOL.
paypal maintains the right to reverse any transaction(s) between paypal accounts ( on & off ebay). Few are immune to paypal practises.
No paypal will not reverse the transaction and take the $200 back from "account #2" just because "account 1" is negative. I only know this to be a fact if the 2 accounts are not linked to each other in a way that paypal knows your behind both accounts.
Account #1 will go negative and they will attempt to transfer funds from any bank or credit card accounts you gave them to cover it. If they don't succeed and you leave the account negative you'll most likely end up getting a collection notice to the address on the account down the road.
Since you didn't give them your social the debt won't end up on your credit report. I've been in the position a dozen times. Whenever I'd get a bad feeling about a customer I'd transfer all the funds to another account before a claim could be filed and my money froze.
Paypal will not sweat it on a negative balance that's relatively low. It's a tax right off for them so in the end they still don't lose!
I have had people ask me questions personally about the reverse happening...they have transferred from one account to another then one account goes owing, the other account gets limited AND funds are held and sent back so...the situation OP talks about has happened several times from what I have seen
