Your bank declined your electronic funds transfer

Got this message from paypal today after I refunded a buyer:

Hello xxx,

You recently attempted to transfer funds from your bank account.
Your bank has declined the funds transfer because your account did not have sufficient funds available. We will automatically re-attempt this transfer in 3 business days. Please fund your bank account immediately to ensure this transaction can be completed.

Any one had this kind of problems before? There're plenty of money in my paypal, why the refund will go by eCheck automatically? I just click "refund" on ebay return case opened by this buyer.

What should I do next? Of course there won't be money in the bank card as it's a VBA. Would paypal limit my account after 3 days when the next transaction fails again?

Need some suggestions here…

All cleared, no pending funds. More than 800$ in the account.

Might be issues with the security of his paypal account.

How can you refund with just a VBA on the account in any case?

Not all refunds come from the paypal balance.

Buyer opened a return case, I received item, click "refund" on ebay case, system told me refunded and case closed, after 2 days I received the above message from paypal, have no clue why it will go through the VBA? Shouldn't the refund just go directly from the money in my paypal?

Not all refunds come from the paypal balance.

There's no withdraw from this stealth paypal, all money there, including the refunded money, it should be refunded directly from the money which paid by the buyer not through the VBA… it's really strange. Don't know what should I do now!
