Instant Transfer Problems

I noticed CA paypal seem to be cracking down on instant transfers. I created an account it has a bank account attached and a confirmed and linked credit card and i still cannot send an instant transfer even one for as low as $50...im just not getting the option. Does anyone know a way around this?

Also for the US paypal...is credit and bank account that only thing needed to send instant transfers??

Ive not encountered this personally, I am in the USA.
As for verification to supposedly lift their limits--yes, its a cc, and a ck acct-
the cc-you have to wait to get the expanded use 4 digit number
-the ck acct- u need the 2 small deposit amts
