Selling Ome software on eBay

I notice some sellers selling OME softwares and stating that is comes with the required hardware. However the hardware is for collection only and beyond repair.

Do you think this is their way of getting around eBays rules on selling OME products, and actually there is no hardware available....?

Yes it is. It's like people selling FIFA points + booklet. They then put in their listing the booklet is digital.

It's a way so that eBay see there is a physical item being received

You won't be able to do it for long since it takes only a few reports and the account will be manually reviewed.
