An offshore company would be a waste of time and money. You are selling a product that is going to result in you losing ebay and paypal accounts on a regular basis. If you want to minimise future disruption to your business you need to realistically run about a dozen or so accounts and replace when one goes down.
I'm guessing you don't have access to that many UK bank accounts. Assuming you don't then you need forget about using UK ebay and Paypal for this and use these platforms in your own country.
