Verifying paypal acc with VCC

Hi,
I'm in a need of some verified paypal accounts. I was wondering, which countries right now allow paypal to be verified with just VCC? Also, does the VCC has to have something on it and does it have to be from the country the paypal account is from?

yes, a few € will do.

not really but it is preferred.
I had some issues with VCC from this forum coming from the east side of the world. Some will works some other don't.
I never had issues with Italian gift cards.

except USA,UK,CA,AU all other countries almost need only vcc to run an acc.yes the vcc comes with amount which is required to verify the account..
