how does paypal link new paypal accounts to past paypal accounts. can just the name be different? or must the address also be different

i assumed so. changing ip is no big deal i just hit reset button on my modem.

but does the physical address have to be different?

for example lets say john jackson on 87 rodeo drive. and then you start a new account with alex jackson on 87 rodeo drive. is that ok or would you have to change the address/street

seems you can change the street if you have to and then just withdraw funds to a bank account all the time?

to elaborate, which is better? all names are examples only

john jackson (banned from paypal)
87 rodeo drive (real address)

option1
alex jackson (brother with social security number used by permission)
87 rodeo drive (real address)

option2
alex jackson (brother with social security number used by permission)
55 fillfire lane (made up address)
(withdraw funds to new confirmed bank account)

should i do option 2 or what?
