New paypal: feedback wanted on process PLEASE !!!!!!

I have been limited 3 times in the past 6 months. I would like to attempt to get an account lasting a little longer.
So far this is what I have done:
Downloaded CC Cleaner. Wiped my system of all cookies.
I have a constant IP address. I chose to go to a local library.
I opened a stand alone e-mail address. I then opened a Paypal account with a fictitious name and address.
I then entered my banking info. I am waiting for micro deposits.
I bought an online Simon card ( same fictitious name on Paypal acct. ) tonight. Waiting for delivery.

My next process :
I need to get micro deposits entered.
Enter CC # on paypal - along with 5 digit code

My questions are:
I am waiting to open the ebay acct. until all the above are done. Is that necessary?
Short of Dial up - How do I list at home without them recognizing my limited IP address?
Do I have to list at the Library? Not that big of a deal if I have to.
Should I link this Paypal to the Ebay? This will be the only account running.

Have you cleared Flash Cookies, as well? The procedure for this is described in the ebook, but I also linked to it (Adobe website) earlier tonight.
It's best to wait until the PP account has been verified before you link it to the eBay account.
How do you connect to the Internet? Cable, DHL? Do you use a router?
You can change your IP Address by changing your MAC Address. This process is also described in the ebook, but also elsewhere on this forum.
