In order to verify a Paypal account you need to following items:
1 Credit Card that contains the information of ⊗⊗⊗⊗ person "ABC"
1 Valid Bank Account in the REAL name of the REAL person.
Do the Credit Card validation through Paypal to get the 4 digit number off of the Credit Card Statement.
Make Paypal do the Bank Account DEPOSIT into your Bank Account to get the amount of the 2 small deposits.
It is a 2 step process.
