I've had accounts where i had CCs on them only, still wasn't verified. Wasnt verified UNTIL i registered my bank acc and proved it after paypals confirmation deposits into your acc. i mean even when you choose to be verified it'll ask either u open a paypal CC or register a bank acc. As most people don't want to get a paypal CC since they'd be forced to confirm their information, they go for the bank account. This is why i've been saying, personal CCs wont get you anywhere in verification, only bank acc.
