You create an account to avoid raising flags within the paypal system.
I work on the basis of having a fully verified ( by bank account) and confirmed ( by VCC) account. I select business accounts from what UK banks I use offer.
An accessible/trackable address should be supplied along with a working phone number.
I also do not attach that paypal immediately to any ebay account. I do it quite differently.
Take a moment to look over why any other paypal account may have been lost. I recall replying to a question of yours about a wife's account being banned after the husband's paypal went done.
Try to avoid repeating the problems that happened. If it means re-doing your business plan, then do just that.
Understand that paypal want trust. Give them that trust. Don't be thinking large amounts coming in are going to please paypal. They do not.
Ramp up your customer service too.
Done correctly, a stealth paypal can work for years. Mine are now all over 7 years. They flourish. I put a lot of work into making sure of that.
This is not to say that paypal may limit accounts without apparent reason. Their very warped minds have reason. We need to try to work them out.
Ask more questions too.
