genuine paypal limited asking for sumbit direct debit

ok so my account been limited for 2 years but i just ignored it and opend stealth.

now i checked and i got about 35 pounds on it so i withdraw it.
but paypal asking me to submit my direct debit what is shalll will they be able to take out money.

and there is no where i can sumit docs to paypal to lift my account.

paypal is genuine and bank attached but VCC EXPIREd if i use new VCC will they lift it.

i cant se anyhing where i can submit idk
