Hi,
I transferred 4 times money from PayPal to a prepaid VISA [2 different accounts],
I didn't know at the time that this Prepaid VISA changed its policy so it was not allowed to transfer money to it.
So all of the transactions were declined, 3 out of 4 came back to PayPal exactly 11 days after,
But the fourth is not coming back since 14/8/14.
This Prepaid VISA comes with a virtual bank account with all of my details which are different than the PayPal account.
Should I contact PayPal?
Should I ask them to start an investigation, I don't want them to get the VISA bank account details.

I can't help you with the prepaid card part, but what I can tell you is that calling Paypal specially when you are international can make them raise flags and get your accounts limited.
I think that it's better if you resolve the withdrawal method rather than calling PP, because regardless most likely they won't have an answer, rather look at your account more closely

I would also avoid the prepaid cards for withdrawing money. It seems that most of them (in my experience) have a serious issue with deposits coming in with mismatched names. Of course my experience is in the US, so yours may be different.
I'm not sure how easy or hard it is to get a bank account in Israel, but I would definitely recommend them. Banks accounts usually work much better than prepaid cards.

The best cards to withdraw to are the ones that have account numbers also

I'm in the US so I know the cards and everything is different , but early on I would use a lot of prepaid cards to withdrawal to, and yes some returned the money like u said others did not
They would freeze the card and I needed to call, they would tell me if another withdrawal comes in different. Names they would close the account, and once I talked they than returned the funds
So u may need to call visa to solve this, but again I'm talking about a US experience

Hi,
I made a withdrawal of 750$ to a prepaid VISA, this specific VISA changed its policy so it is not allowed to withdraw to the card but it is allowed to withdraw to the bank account that came with it.
I made 4 withdrawals such as this and 3 came back to PayPal within 11 days, the fourth is not coming back almost a month now.
Should I contact PayPal about that?
It's not worth to lose this account for 750$, but I don't want to lose 750$ either.

You should have definitely contacted Paypal. The longer you wait, the lesser the chance of Paypal recovering the funds for you.

1. Call VISA If they ask why names don't match just tell them your afraid to put your real information on the internet.
2. Call Paypal, prepare all your stealth info that they might ask. I called a lot to paypal Israel, there are many nice people there. 1809477777 (that was the number half year ago)
3. Open a bank account. if its tax issues, talk to an accountant.

Just to let you know, the money returned to PayPal, it took 27 days.
I actually contacted PayPal yesterday, and they told me to wait until 30 days will pass and then contact them.
