The US Patriot Act requires PayPal to implement a Customer Identification Program (CIP). Each country or region has specific CIP requirements for the collection of customer data. Some examples of the information we collect and verify can include your name, physical address, date of birth, and National/Tax ID number (SSN). To verify your identity, we use a National Database to obtain a positive match of legal name, address, date of birth, and SSN.

You can send money, receive money, and withdraw money without completing the CIP Process. Additionally, you may be eligible to benefit from the use of the following products and services once we are able to verify, your CIP information:
Add Money (Add money from your bank account or a Money Pak into your PayPal account)
PayPal Debit Card
Grace Period Payments
Other various product offerings (examples)
NetSpend PayPal Prepaid Card
PayPal Here
Mobile Check Capture
Cash-In Products, Cards, Coinstar, Retailer, and/or other partners
Digital Goods when you use a prepaid option
Top Up, Balance Account Manager, Billpay, and/or other features
Please Note: Sometimes finding your information using the National Database doesn't work because the information is unavailable or your name or address has changed.

If we cannot verify your personal information, we’ll ask you to send us documentation through our Resolution Center that confirms your identity.

So far my stealth is working with 10 item 1000 limit on selling Im very weary of adding a bank account now, Im afraid the information wil trip the system. So far Ive made one successful transaction on ebay with linked accounts minus the bank. Im still confused as to what my local bank will see after I transfer from paypal. So even a little piece of info is like gold

Seems like a confusing statement, To me it says that all the Mismatched name concerns are really unfounded. Why would there be a problem with transferring money to a bank account using stealth.

How many of us would need those services anyway.

So with this statement coupled with the other says a lot

I see a lot of repeaded questions on Paypal Identification ( Ie Patriot act)
