Add Funds now require SS#?

I currently have a negative balance that I wanted to pay off, but when I clicked Add Funds it went to a page called Identity Check and asked to confirm my date of birth and SS#. Since it's a stealth account I didn't use a a SS to register and don't plan on giving them mine. Is anyone else seeing this? What was the work around? Here's a snap shot of the page:

I thought it has been this way for the past few years for US paypals?

I have one other stealth account that I bought off this site. Never had to do it before.

Well In this case, People should no longer add funds to paypal, thats for sure.
