Electronic funds transfer declined

I refunded a buyer on ebay but I got this message:

You recently tried to refund a payment by transferring funds from your bank account to your PayPal account.

ALLY BANK declined your funds transfer.

Because your transfer was declined, this refund has been canceled.

Does that mean the balance will go back to my account? I got the mail 3 days ago.

Yeah the funds will stay in your bank, probably ally declined cause name mismatch
