Which brings another question entirely, if PayPal is hiding this link to new customers from the start until they are ready to withdraw, wouldn't opening an account, linking a card, and going straight to verify it to lift limits raise red flags to PayPal that it might be a stealth user? I would think that a random user wouldn't care about that straight away unless it's an experience/stealth user.
Another thing to think about with PayPal changes and the new 0/0 limits we've been getting past few months, might have something to do. I've opened ebay accounts successfully without lifting paypal limits before so it's not a full requirement.
