I definitely used the correct account number, so the only thing I can think of is using the wrong routing number since PNC has a ton of different ones. It's my fault for not confirming with PNC that I had the correct one. Quote:

Only thing I can think of is that the account that was used for verification was blocked by the bank for some reason (mismatched name issue perhaps?) as it doesnt seem to be an issue on paypal's end. | Wouldn't it still instantly verify if the routing number was incorrect, but still belongs to the bank? For example, since many banks have different routing numbers for different states, using a different state's routing number instead of the correct state's routing number. Or using the bank's wire transfer routing number instead of the normal routing number (I believe this was my error). I suppose it could be a mismatched name issue, but I've used PNC with mismatched names in the past. Of course it could stop working at any time, but still.
I contacted PNC support today to check to see what the correct routing number should be and the lady did indeed give me a different routing number than the one I used.
