It sounds like your account is toast. Unless the account is real, of course, in that case just give them the driver's license.
About the EIN and a business account... Business accounts tend to be stronger, but they are NOT a GUARANTEE that PayPal won't ask for an SSN or a driver's license. If you have had the account for awhile, and have no history of issues, then you can probably upgrade to a business account without being asked to prove your identity.
BUT, if you have a 7% refund rate, lots of complaints because you ship once every 2 weeks and 50 accusations that you are selling counterfeits, then no, a business account won't help you.
The thing is, like solefoodbk said, it depends on many factors: Your feedback to date, what you are selling, any complaints, your overall refund rate, etc. The fewer your issues, the better off you will be. A refund rate over 2% would be a concern. My accounts average less than a 1% refund rate. That is not to say you wouldn't be OK with a 3% refund rate, if your other factors are all good - this is just a guideline - but in general, the more solid your account, the easier time you will have upgrading to a business account.
