trying to bid on new account and ebay has limited me, wtf?

i got my new account setup and have done everything according to the stealth manual. I got my paypal setup fine! So I went to ebay and wasgoing to bid on somethings and i get this everytime i bid on something.....

Link your PP acct to the Ebay acct.. (assuming your ok with that), add a credit card to the Ebay acct... this kind of warning only appears occasionally, but saying that, they appear too change the requirements quicker than the US economy is gonna implode.......
