Can I use Paypal UK with a netherland stealth?t

Ive got someone to open an account for me in the netherlands but he cant get a paypal account..Can I link A UK paypal account to the netherlands ebay? or to a german ebay account? I sell microsoft software and have been suspended from selling in the UK but German seems to be fine with it..I want to give it a go... Help
