Well I didn't mean to spend but rather to just send as last one to another PP.
So just to get it confirmed, it's not possible as additional option to withdraw to send to another PP in paypal us, correct?
As to me, this wouldnt really negate anything but rather give paypal the option to keep the money even longer (if the person sends to another paypal). So it would be to their advantage actually, wouldnt it? Quote:

The account is perma limited. Means they will want to get rid of the account and release the funds.
