What to do not to link Paypal to Ebay

I am about to set up a Paypal account. My Ebay has about 50 positive feedbacks and has been around for one year. My question is, I don't understand what it means: "linking Paypal to Ebay". Do I have to link or I don't have to?

Right after I've set up the Paypal account and got it verified successfully, should I start receiving money immediately or do I need to wait for a while? Will receiving money immediately trigger limitation?

Is there such a thing as $500 withdrawal limit even with a verified account?
