I think Paypal gets involved only if the reason for ebay suspension may leave some buyers with potential claims. Like selling knocloffs, or Goods-Not-Recived types of things.
If buyers complain, then paypal needs to use your funds to compensate them , plus the costs of performing this reconcilliation.
If you were suspended from ebay for a benign reason, like buying/selling too many penny auctions on a new account, or abusively listing in wrong categories, then PayPal may not be affected, since there are no potential losses for buyers to speak of.
Now if your eBay suspension is for a benign reason, BUT investigation with Paypal cross-referencing reveals false information on the PayPal account, the you may get your PayPal blocked big time, since that would be financial fraud, and potentially punishable with jail time.
