Paypal Limited Account & Ebay Suspension

My account was recently limtied but then I gave them proof of shipping then the limit got lifted then 2 days later im limited again now they asking ofr me to provide proof of address (I did) and verifiy my SS#. So I try putting in my SS# but it would take it. So I called them and the manager told me that I could scan a picture of a my SS Card and my ID Card On the website instead of faxing it......so now im waiting. But ebay account got suspended because of this,

What should I do??

Wait until paypal is no longer limited, then approach ebay to tell them.
If that is the only reason for the ebay suspension it should be OK. BUT
I have to wonder if there was anything else as it is not usual for ebay
to want SSN.

Was paypal limited first, then ebay suspended afterwards?
