Make sure your ip is actually changed (google for sites that checks your ip), just because it's dynamic ip doesn't mean that it will change (it's just means that it can). I know this might not sound right and I am not exactly a professional computer tech, but it takes time for the assigned ip to expire when your computer uses it. Try dial up which gives you a different ip every time you re-login.
And like Greenbean mentioned, it takes time. Building trust with ebay takes time which reduces the chance of getting suspended.
