why does some the paypal get only confirm identity and some get confirm with completing the 5 steps.

Lately i made 15 pp all had confirm with the 5 steps then luckily i may get 1 saying just confirm with phone number

anyone knows why this happens

anyone has the ones with just confirm identity to sell

I never had to confirm anything to sell. Just register and confirm email. That's it.

Removing them takes time and good customer service with sales. Can also be replaced at any time if PP wants....

He's talking about non ebay holds. They give you steps to remove those holds.
