You SERIOUSLY have a million products to list?
If so, UPC codes will be the least of your problems. You are not going to be able to load a spreadsheet containing a million records to eBay or Amazon without talking to them first. I don't think their systems would allow it. And even if they did, it is definitely going to get flagged.
And although I think answering this is kind of silly, if you REALLY need a million UPC codes, then either join GS1, or contact one of the cheaper providers of UPC codes and see if they will make you a deal.
UPC codes are registered, with the first few digits identifying the owner. This could be a company like Disney or Proctor and Gamble which handle their own UPC codes, or a broker that provides UPC codes for smaller companies. If you try to create a million of your own UPC codes, I would imagine at some point whoever owns the first few digits of the codes you created is going to investigate and complain about it. I have no idea what the consequences may be, but Amazon and eBay wouldn't hold you in high regard after that.
And I don't think that there is ANY COMPANY that has a million products registered. Hundreds, thousands or maybe even tens of thousands, but millions?
