I think it's because all debit cards with logos must have an underlying bank backing them or responsible for handling issuing and managing the backend of the card. The bank that backs Paypal's card is Chase (used to be Bank One, but Chase bought them years ago). So my guess is, because it's Chase that owns WaMu, now it's free @ WaMu too.

In a somewhat unrelated issue, I went to make a withdrawal from a WaMu ATM from my credit union, and what used to be a $2 fee has now turned into a $3 fee. Same thing at Wells Fargo! I guess the bankers decided they need to make up the $$$ to pay for their bailout somewhere! Sheesh! Years ago withdrawals from WaMu were free no matter who the institution was!
At $3, I now consider Walmart one giant ATM machine! Buy a candy bar for under $1, get cash back. Might sound silly, but I prefer to get something for my money, even if it's just some candy bar that will melt if I don't eat it soon! Realistically, there are other often useful things I can spend my money on at Walmart and still get the cash back without paying extra.
