Paypal separating from eBay in less than a month, yet giving me vouchers for eBay?

So paypal is due to separate in less than a month from ebay, but I get the feeling its more of a "let the public think were separate!" as oppose to actually being to companies acting in absolute solitude.

Yesterday I got a voucher from Paypal for £10, if I spend above £25 on an ebay item.
