You might have your debit card connected but it is not linked.
If you have the debit card linked and confirmed that way your withdrawal limit will be removed.

This may be some type of card that they do not accept. I would simply go grab a vanilla visa gift card and add it for this verification. Make sure you register the gift card (if it is an option) with the stealth name and address.
Another option to try. Log into paypal, click on wallet, click on classic site, click on update card, then it should give you an option to enter in the 4 digit validation code that they sent to your card statement.
