Hi this is the first time i have heard of this. I think you must be doing something wrong.
If you have been banned from ebay and are trying to get back on with new details then have you taken the required precations to make sure your not getting linked?
This means never using the same name, add, bank account, ip , deleting all cookies including flash cookies.
If you havnt then theres alot of reading you need to do as this may be the reason for ebay blocking your paypal account.
To be honest if this is the reason then you are lucky as its better they ban you,block or reject your account rather then them accepting everything then limiting you for 6 months with your funds stuck.
