I agree with ebayerOG, but obviously something has CHANGED. What is different between when you created your last successful account and when the first unsuccessful one was created? There must be SOMETHING. Either that or eBay has found a pattern of users buying .99 items.
Buying a $0.99 item is definitely NOT your problem. Look deeper.
There are millions of dollar items bought on ebay everyday.
I think this is the only logical answer bec the OP specifically mentioned he created dozens of PayPal accounts in the past using the exact same strategy (I.e, purchasing 99 cents item on EBay).
The question is: What do you suggest it is?
The only viable option I see is that PayPal is beginning to ban Entropay.

Does it happens after you sold something??? Same thing happened to all my account until I changed VCC.
It doesnt seem like it is the VCC or Entropay. I have plenty of accounts with both gift cards and entropays. The commonality between the accounts that are getting limited and that are doing just fine is when someone tries to make a purchase with that $1.50-$1.95 balance that was originally refunded from the gift card or entropay.
The accounts where ppl try to buy something before selling anything seem to be the ones that get limited. The limitation comes after making the purchase, but in the resolution center it back dates to the day of creation (or when the card was added). I do not know if it is because it is just a purchase or if it is the cheap items being bought, but it is one of the 2. Best solution is DO NOT buy items on a new paypal account. It is not working.
Now the accounts that I have made for myself personally, I do not buy anything. I wait until the account is at least a week or two old then I list an item. These accounts have both entropay and gift cards on them. I have had no issue. These accounts were created about 1.5 months ago.

This is definitely something that paypal had implemented in the last couple months, so nothing is 100% sure yet.
You are best to sell items first I have had 10 stealth's all working still and I usually sell1p items to get 10 feed back then sell higher priced items with no problems.
