I have an auction listing that ended but the buyer wants to cancel the purchase.
He said "i am really sorry but i need to cancel the order. i made a mistake in the bidding process thinking i was bidding on something else. I am really sorry for the inconvenience. I hope that you can honor my request."
Does this count against me if I go ahead and cancel the purchase or not?
If I cancel the purchase can I just go ahead and do a second chance offer with one of the other bidders or should I just re-list the item?

if a buyer wants to cancel the purchase, it will not affect you. Tho they will be able to leave feedback still. So you can choose to do an unpaid item case if you want.
Your choice if you want to do second chance or relist. The second bidder might not even want it.

When you file the cancel request make sure to choose the correct reason that indicates it is the buyer who asked for this cancellation. If you do so your account will not be affected.
