Brand new PP acc but no 21 day hold

Hi everybody. Today I got small (+-40 usd) payment. And I found that money are aviable - there is no 21 days hold.
Can anybody explain me what is going on?

Cant be 100% on this but could it be due to the infamous ebay/paypal split? Did you get the funds thru an eBay sale?

Must be only on low amounts because for big amounts I'm still receiving holds even on old accounts.

All the reports of this recently are from brand new account only a few days old or a week or so. Been quite a few people saying this.

Two accounts with holds. Yesterday holds, but were removed with a phone call. Not the case today.

sometimes i get instant transfers on brand new accounts. i sell $50 items. wish i could make it happen all the time.
