some details of my account:
Stealth account,
All info are ⊗⊗⊗⊗
no ID can be deliver to ebay.

Should I worried? what is the next steps that i need to be done?

This message is to notify you that in order to assist you in building a strong foundation for future transactions on eBay, we have placed a selling limit for your listing activity. We apply these limits to help slow down sellers who may be experiencing temporary performance declines, this can help a seller focus on their core business and address any issues before ramping back up in sales.

While reviewing your account, we noticed a recent increase in buyer complaints and in your defect rate. To meet the standards required to sell on eBay, you need to limit the amount of buyer complaints on your account.

The defect rate is the percentage of your transactions that have one or more of the following transaction-related defects:
• Detailed seller rating of 1, 2 or 3 for item as described
• Detailed seller rating of 1 for shipping time
• Negative or neutral feedback
• A return initiated for a reason that indicates the item was not as described
• An eBay Money Back Guarantee or PayPal Purchase Protection case opened for an item not received or an item not as described
• Seller-initiated transaction cancellation

To meet our minimum standard, you can only have up to 5% of transactions with one or more defects over the most recent evaluation period. To qualify as a Top Rated Seller, you can only have up to 2% of transactions with one or more defects over the most recent evaluation period. Only your transactions with US buyers count toward your seller performance rating on eBay.com.

Many members already have limits placed on their account. Account limits allow us to learn about your selling activity and make sure you're adhering to our selling practices policy and performance standards. Limits vary by seller and can change over time.

We want to help you be successful and ensure that you continue to perform as you have in the past. In order for us to assist you in increasing your selling performance, we will be gradually increasing your limit as you decrease your complaints. The limit on your account is based on the number and dollar amount of open (active) items and successfully sold items per calendar month.

You can now sell up to 60 items monthly or up to $4,500.00 monthly.
(Keep in mind that this includes multiple quantity listings which can greatly influence this number.)

If you do reach one of these limits during the course of a month you will be unable to list additional items or increase the price or quantity of your active items until some of your items end without a winning bidder or until the 1st of the next calendar month, (If you are still exceeding the limit at the first of the next calendar month your selling activity will continue to be blocked.)

We believe that the limit on your account is flexible enough to allow you to sell your current items and is in accordance with the volume you may have previously listed. In the past, we have found that sellers who focus on the underlying issues can often see an improvement in their low DSR rate right away. We request that you please work within this limit for at least 30 days while you focus on improving your current performance. Once that time frame has expired on 8/29/2015, please reply to this message and we will conduct a review to see if adjustments are appropriate.

One of the best methods we've seen other sellers under limitations use to help build a more positive history is to e-mail buyers of your completed/delivered transactions and ask them to please leave feedback. This not only increases your score, but also leaves an open communication channel to a buyer who may be unhappy with the transaction.

Also, we ask that you do not use or create any other eBay accounts during this time. If we determine that circumvention has taken place, it is possible that all accounts could be suspended indefinitely.

We hope that you will use this limit to your advantage and focus on succeeding with your current sales. We value you as a seller and hope to work with you in order to establish a strong selling history and successful business relationship. It is in our best interest to help our sellers succeed so that we can have a positive trading environment and eliminate bad buying experiences on the site.

What do you mean "what should be done?"

They sent you a pretty long email detailing what should be done.

Read the email and follow the instructions. Stop getting so many buyer complaints. Improve your shipping time or the way you describe your items.

Meeting eBays selling criteria is EASY. Amazon allows only 1% ODR.
