Default My Paypal not working as it should

So, got once again stuck.

I am trying to pay my supplier, did pay him several times over the past month already with the same paypal account. Now each time I try to pay (invoice, personal payment or paying for goods) I get an error "You can not make this transaction right now" (or similar)
Did try different amounts from $1oo to $500. Contacted Paypal and got this message

Our record shows that you're unable to send the $xx.xx USD payment because it's blocked by our internal security*system.

To help you resolve this, I made some adjustment to have this fixed, we recommend that you restart your computer, clear cache and cookies on your web browser and try the transaction again after 30 minutes to an hour.
As an option you can ask the seller to send you an invoice, add money to your PayPal account or change the payment method for your payment.



What does it mean? Do I need to start to panic

Btw did follow them and cleared browsing data and rebooted. Did not try to pay anyone else other than the supplier.

Did pay the supplier with success with other paypal accounts.

This has been happening more and more lately. The thing that sucks is I've found that after calling and getting them to "Make the changes", it works the next time but after that it's back to the same error :(

If you can when you get to the page to send invoice, look in the bottom left and click classic site. Use that

Try using the PP classic site - option to switch is shown after log in

Thanks for all the suggestions, did try the classic site too also changed browser,... still the same. Contacted them again, lets see what happens next,... very frustrating

sorry guys but still not working.

contacted PP several times, each time they told me that they did reset the system for me. Did even try to log in from a new windows user account, different browser and so on.
Did not try different IP, because I am on a VPN, also did not try do withdraw, because I don't have a US bank account.

The funny thing is that I could pay my eBay invoice, but any other invoice I can't.

Do you guys have any more suggestions?

Working now, after a few email back and forth PP asked me to call in. I didn't, instead I did wait 48 hours or more as advised by plumsake2.
