As a non citizen its not going to be an easy process.
To avoid this situation I myself spread my sales across multiple accounts. I have 35 accounts I sell across and always stay under the 20k paypal annual limit.
Might be something youd want to consider doing in the future.

Just to clarify, you are talking about non US citizens who are NOT in the
USA. As a non citizen who lives in this country, you can get an ITIN in case you don't have a SSN, or you can open a business and get an EIN if you have a social security, which many non citizens here have ( of course if you are here legally on a visa etc..).
