Question about 21 Day Hold with SSN

If the account has a SSN/Bank/Credit Card/Paypal Debit Card and the person sells, do they get holds (off-ebay transaction) or not typically?

I was discussing this with someone who wants to do sells on a poster forum (off-ebay transactions) and I honestly don't know the answer nor can test it as I burned my SSN years ago on there.

Having the SSN has nothing to do with these holds. Theyre a built in security feature and they are gone only once paypal feels comfortable enough to trust the owner of the account. This trust is earned by fulfilling the minimum requirements after which the account is automatically evaluated and the holds either removed or kept for a bit longer.
The minimum requirements to have those holds removed for ebay and off ebay transactions are a bit different so do the research to find what they are (dont remember the off ebay minimum requirements off the top of my head).

My accounts with off-ebay are hit or miss with holds so that's why I asked since I can't test it either way. Thanks for the reply.

Do you sometimes get no holds with non Ebay transactions?

All I do is off-ebay so some accounts don't get hit, some do.

I don't know if there is one answer to this. Both my legit accounts and multiple stea/lths never had a hold for off-eB (which is all I did/do.) However, a family member who I helped set up their totally legit account in their actual name (at their house, with their own Dedicated IP never used before) which they verified with their ID and PP lifted all limits on, had the 21 day hold for 4 months. They didn't do anything shady, got many sales, shipped them all promptly, entered tracking. 4 months to the day after she opened up the account the hold went away. This happened late last year. Who knows what they do now. I have opened ste/alths since then with no hold, no ID, no ID request etc. Something made them look at her closer, longer.

I use actual bank accounts, not virtual. I use real cards, not virtual. I already stated this, but the question isn't about me. I'm fine with my own stealths.
