After 180 day hold is up/what if phone ? is no longer active?

I have 2 stealth accounts that have a limited paypal with the lovely "180 day hold". The problem is that both were made with Tracfones. Do I need to keep those tracfones active? Will I need the phone when withdrawing the funds and/or adding a bank account if a bank acct is not attached yet? Thank you!

Sometimes paypal does trigger you needing to verify your account by phone.

Naw, you cant. What you can do though and it might work sometimes is giving them a call and saying that you dont have the number anymore then they might ask for your IDs instead and then you'd be able to add your bank.
