In the US, bank accounts are very easy to obtain. You just need one that does not care about mismatched names. Most banks are OK for stealth. But some are not. Just search the bank name here to find out which ones are good. Two huge ones are Bank of America and Chase.
If you are outside the US, that represents more of a problem. Because you cannot buy an actual bank account. You will have to get the money out some other way. Some people use currency exchangers, but they can charge a steep price for their service. Others trade their money for bitcoins locally. And still others buy things with the money in their PayPal accounts. You have to get creative here, because it is impossible for someone living outside the US to get a bank account here unless they physically come here, or unless they have a great relationship with the banks in their home country. Sometimes, usually for wealthy people, those banks can arrange for a US bank account by vouching for the individual who wants one. There are also law firms here that can arrange that, but it costs hundreds of dollars to do so. Ever since the 9/11 attacks, the government requires that in order to open an account, the banks must know who their customers are. So most banks do not want to open accounts for non-citizens.
