21 days hold question

Hi!
So, on one of my stealth PP business accounts i received a payment for service from another user. Nowadays every transaction has a 21 days hold. This is not the problem.
I have marked the transaction as "Order processed" (PP suggestion). Then the buyer has confirmed the delivery in PP but they are not releasing my funds. What is this ? When the funds should be released ?

Not really clued up with this but I think when they leave positive feedback the funds get released. Posting recorded delivery also gets your money quicker.

three days after confirmed delivery? they shouldn't hold outside eBay transaction really...

THEY dont release the fund because they have strict policy of that
