yes you will need to add your credit card. they will deduct £1 then refund it. You will get a expuse code on your statement which should show up about 3 days later. As far as i can remember adding your cc has always been there to remove 1 of the limitations.
The last time that you had a paypal account maybe you didnt remove all limitations.
to remove all limitations you will need to do the following
add bank account
confirm penny deposits
add cc
confirm expuse number
telephone confirmation
As far as i can remember that is all of them.
If you have created a stealth account then do a little research on this forum to see what vcc will work for paypal
