just wondering whether you have to add a US bank account to become fully verified.

or if a vcc will make the account 100% verified.

Dont think you can add a US account to a Latvian paypal account.
Why dont you just read what is required to get that specific account to verified status? Im sure they have help pages for that account.

in the link above under latvia it says you can.

i would just read the help pages but its all in latvian XD and i'm limited to just english.

You don't need bank to be added to LV acc in order to verify it.
